Oven Porcupines

1/2 lb. Ground Beef
1/4 C. Uncooked Reg. White Rice
1/4 C. Water
2 2/3 Tbsp. Onion, chopped
1/2 tsp. Salt
1/4 tsp. Celery Salt
1/2 tsp. Garlic Powder
1/4 tsp. Pepper
1 8oz can Tomato Sauce
1/2 C. Water
1 tsp. Worcestershire Sauce

Heat oven to 350 degrees. Mix meat, rice, water, onion, salts, garlic powder and pepper. Shape mixture by rounded tablespoonfuls into balls. Place meatballs in ungreased baking dish. Stir together remaining ingredients; pour over meatballs. Cover with aluminum foil; bake 45 minutes. Uncover and bake 15 minutes longer.
